The up-eye nymph hook was conceptualized by Tom Rosenbauer to help correct two problems that present themselves when fishing weighted nymph fly patterns. The up-eye design allows weighted nymphs to ride right side up to offer more life like presentations. An upright hook will generally hook a fish in the lower jaw instead of the upper jaw where eye damage can occur, especially in small fish.
